Try the site in my sources. It has many programs in the toolbox section (I am linking to one with the editor in it). One of the threads (cannot remember which one at the time) has a program that will let you edit the ROMS starting Pokemon.
Now, realize that ROMS ARE illegal. However, the programs on this site were coded by hand for use by the general public, so it should follow community guidelines.
Sadly, the program I found requires that you join the site to download it
you cant you gotta get the first pokemon then enovle it into the umbrelon and you got it but you cant start it as a starting pokemon im sorry its just how the game works
