Probably bad.Tap on the starter a few times with a hammer and then try it,sometimes this works but I would get another starter.

Did you check the fly wheel to see if teeth were missing? If it has teeth that are missing this could be problem. It is used, so it could be a bad one. Since it is a used STARTER take out and see if bend ex is working. A bend ex = the gear of the starter shoots forward to engage the fly wheel.
its used. but really, did it work before? it's probably not getting enough power. check the cables and so on
